DevSecOps Working Group

Ms. Rosie Bauer was selected as the Deputy Director to the office of the Deputy Assistant Secretary of the Army (Data – Engineering – Software) under the Office of the Assistant Secretary of the Army (Acquisition, Logistics & Technology) in September 2022. In this position, Ms. Bauer supports the implementation of modern software practices including agile software development and DevSecOps, data centricity, and digital engineering across ASA(ALT).

Her previous assignments within Army Communications–Electronics Command (CECOM) Software Engineering Center (SEC) included Division Chief for the Intelligence Support Division (ISD) and Communications Network Division (CND). During her time with SEC, she was responsible for providing cyber compliant software quality product to the DCGS family of systems within the Program Executive Office Intelligence Electronic Warfare & Sensors (IEWS) and multiple Army tactical network family of systems within the Program Executive Office Command Control Communications–Tactical (PEO C3T) portfolios. She oversaw multiple branch chiefs, 120+ Army civilians and 80+ contractors with annual budget in excess of $84 – $100 million per year.

Her previous assignment was as Branch Chief for the Tactical Network Operations within Combat Capabilities Development Command (CCDC) Space & Terrestrial Communications Directorate (S&TCD) where she was responsible for the research and development of the next generation cyber security capabilities resulting $5 million per year increase of reimbursable support and the oversight of 20 civilians and 10 contractors. Over the course of her 22 years of federal service, Ms. Bauer has held many positions of different responsibilities to include Associate Director of the Research and Development portfolio within S&TCD, and Branch Chief of Network Operations Branch. Ms. Bauer led the requirement, and approval of the first multi–Directorate and multi–Command technology base program totaling $60M over the course of 4 years, within what used to be known as U.S. Army – Communications, Electronic, Research, Development, and Engineering Center (CERDEC).

Former additional assignments include project leadership, test engineer, and systems engineer for the United States Army CERDEC S&TCD supporting the various programs within PEO C3T, PM TR and PM TN. Ms. Bauer also supporting field exercises as part of various Defense Advanced Research Projects Agency (DARPA) programs.

Ms. Bauer holds a Bachelor’s Degree in Computer Engineering and a Master’s Degree in Systems Engineering from Stevens Institute of Technology, Hoboken, NJ. She currently resides in Pennsylvania with her husband and 3 children, William 20, Alexa 18, and Gabriela 8.

Mr. Claussen currently serves as the Digital Transformation Director for the Deputy Assistant Secretary of the Army, Data, Engineering, and Software. In this position Mr. Claussen is responsible for assisting the PEOs in achieving digital transformation with a focus in data, digital engineering, and modern software practices.

Mr. Claussen’s previous assignment was the Technical Services Associate Director and Chief Engineer of the U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC). In this position Mr. Claussen was responsible for improving software readiness by providing quality software engineering solutions to improve Information Technology (IT) efficiency and security posture for both the business users and the warfighter. As Associate Director, he oversaw a mission of over 250 military, civilian and industry employees, with an annual budget more than $40 million. Mr. Claussen drove initiatives across SEC that will reduce cost, increase quality, increase security, and increase the rate of software production and delivery.

His previous assignment was the Enterprise Services technical lead, Tactical Mission Command, Program Manager Mission Command, Program Executive Office for Command Control and Communications-Tactical (PEO C3T), where he was responsible for developing and implementing the enterprise services capabilities for the Command Post Computing Environment (CPCE).

His previous assignment was Chief of Network Integration, Technical Management Division, PEO C3T where he was responsible for the integration of the mission command capability sets ensuring the products fielded by PEO C3T were integrated and interoperable across the Brigade Combat Team (BCT) down to the dismounted Soldier, in support of deploying Brigade Combat Teams.

Mr. Claussen holds a Bachelor of Science degree in Information Systems Management from the University of Maryland, and a Master of Science degree in Systems Engineering Management from the Naval Postgraduate School. He is Level III certified in Systems Engineering and Program Management.

Mr. Claussen’s awards include Superior Civilian Service Award, Achievement Medals for Civilian Service, and the Bronze Order of Mercury.

Eugene Heim is the Chief Engineer for Mission Engineering within Cybersecurity and Infrastructure Security Agency’s (CISA) Cyber Security Division (CSD). In this role he is responsible for providing technical direction on the execution of the National Cybersecurity Protection System (NCPS) program and its evolution, the Cyber Analytics and Data System (CADS) program. Emphasizing best practices in architecture and engineering, Eugene’s focus is providing cybersecurity analysts with the platforms, tools, and data necessary to make sense of oceans of data at cyber relevant speeds.

Mr. Heim joined DHS in 2008 as a Presidential Management Fellow. He spent several years working on Cyberspace Policy and International Affairs as an Air Force civilian employee, prior to returning to DHS to support the NCPS as a technical project manager in 2012. He has supported multiple projects and initiatives during his tenure, always working to improve agility and increase adoption of DevSecOps practices to speed delivery and strengthen security of NCPS solutions.

Prior to joining the federal civilian service, Mr. Heim served in the United States Army within both enlisted and officer ranks. After leaving the military, he spent time in private sector as a Java Certified Programmer. He has master’s degrees in Public Administration and Information Systems and attended the Harvard Senior Executive Fellows program. Mr. Heim is also a certified Project Management Professional, Certified Information Systems Security Professional, and Certified Cloud Security Professional.

Mr. George Lamb is the Director of Cloud and Software Modernization in the Office of the DOD CIO.  He leads the team responsible for the DOD strategy, planning, and when necessary building capability and processes used in DOD missions.  Mr. Lamb joined the DOD/CIO four years ago after a career working across the Federal and Civilian technical community.  He was a global staff engineer at Dell advising clients on open network across the US North-East and the Federal sectors.  He also was the Federal Systems Engineer at Nicira, a Silicon Valley startup that invented network virtualization and was acquired by VMware and became the NSX product line.  And he spent 10 years at IBM as a Chief Architect and Technical Systems Manager for the U.S. Intelligence Community.

He is a graduate of Carnegie Mellon University with a B.S. degree. in Pure Mathematics and Professional Writing and from the University of Delaware with a M.S. degree in Computer Science.  He was also an elected director of the Northern Virginia Soil and Water Conservation District.

Colonel Richard Lopez is the senior materiel leader for Kessel Run, the Air Force’s premier agile software development organization. Kessel Run uses commercial software development tools, methodologies, and culture to deliver command and control and targeting software at the pace necessary to deter and defeat adversaries in an era of great power competition. His team is modernizing the worldwide air operations center enterprise, targeting and geospatial intelligence systems, and a range of unit-level systems for maintenance, command and control, and intelligence. His team also maintains the all domain common platform where Kessel Run-managed applications and services reside.

Cloud Native Application Development leader with extensive experience in guiding large cross-functional teams to design, build, and implement scalable applications for Federal and State government clients. As a hands-on leader, Bob possesses a unique blend of strategic foresight and technical expertise, specializing in implementing modern software patterns such as containerization, microservices, and DevSecOps. In his tenure at Deloitte, Bob has successfully spearheaded numerous Release 1.0 cloud native builds and integrations, ensuring minimal disruption to mission operations while maximizing scalability and cost-effectiveness. His background in application development and “code every day” mindset has been pivotal in accelerating software delivery, enhancing operational efficiency, and fostering a culture of innovation. As a modern software delivery mentor, Bob leads skill development through active, empathetic, and inclusive mentorship, promoting collaboration and continuous improvement while fostering an environment where ideas thrive.

Jarod Neuner is the Senior Enterprise Transformation Engineer for IT systems and the United States Transportation Command (TRANSCOM). He rejoined TRANSCOM in May 2023, after a previous service period in 2021. Located at Scott AFB, IL, the Enterprise Engineering and Digital Transformation Division is responsible for Enterprise Engineering, Enterprise Architecture, and Emerging Technologies. In these areas, the division is responsible for the Enterprise Governance, Structure, and Standards across the many software acquisition programs in the TRANSCOM portfolio.

Mr. Neuner comes to TRANSCOM from Amazon Web Services, where he served as a Systems Development Engineer. In this role he led the design & implementation of technical solutions for problems facing the business. He provided ownership of business systems, and modeled systems and components to improve the understanding of how technical components interact to each other and those of other teams in the business. He also lead reviews of architecture, design operations, process, and post-incident analysis.

Before AWS, Mr. Neuner began his career in the private sector in 2006, with Network Harbor in Peoria, IL, as an embedded software engineer. In 2015, he transitioned to the MITRE Corporation, as a Software Engineer. In this role, he served in federal roles as a program engineer on numerous TRANSCOM software acquisition programs by developing strategic plans and advised program management on technical risks, issues and opportunities. In this role, he applied his specialized experience and education to lead the selection, tailoring, and development of enterprise-scoped system security controls alongside the core duties to support software development processes.

Mr. Neuner holds a Bachelor of Science in Computer Engineering from the Southern Illinois University Edwardsville. He currently holds certifications as an AWS Solution Architecture Professional and a Certified Information Systems Security Professional.

Mr. Steven Pruskowski is a leader in the Office of the Chief Information Officer (OCIO) within the Cybersecurity and Infrastructure Security Agency (CISA). Currently, Steven is leading organization change and growth within the OCIO and the agency as it relates to application development, to adopt and implement Development, Security and Operations (DevSecOps) processes, allowing the OCIO to provide a stable, secure enterprise that supports the mission operator, while delivering at the speed of the mission. While ensuring that the enterprise and systems are secure, we are focused on ensuring that the mission operator is able to easily and intuitively utilize the systems to accomplish the Agency’s mission for the country. Previously, Steven was the lead for Security Test & Evaluation as a part of the Capability Delivery (CD) organization within the Cybersecurity Division (CSD) of CISA. In that role he lead system security testing for both developmental and operational internal Information Technology (IT) systems.

Matt brings over 15 years of experience to his role as Principal Solutions Architect at Kasten by Veeam. He has a background in cloud computing, DevSecOps, and IT infrastructure, including cloud infrastructure, virtualization, infrastructure-as-code (IaC), and web application development. Matt has experience working with various State and Federal government agencies, having previously worked for the National Institute of Aerospace (NIA), the University of Georgia, and for various clients while working for Accenture and Accenture Federal Services as a Technology Consultant.

Mossadeq Zia’s background consists of Software Engineering, Public Key Infrastructure systems, Common Criteria Evaluation technical lead and Information Security Engineering with over 30 years of industry experience. He currently serves as the Director of Information Security Engineering for GSA’s Office of the Chief Information Security Officer (OCISO). He joined the General Services Administration (GSA) 8 years ago and was given the opportunity as the Chief Security Engineer to build Login.gov, where he significantly contributed to its success, from its startup phase to its current capabilities. His primary focus was leading Login.govthrough all aspects of security, including software security, operational security, and the journey through the FedRAMP A&A process. He believes this work helped him gain expertise in what we consider DevSecOps practices.
