Mr. Scott M. St. Pierre serves as the Department of the Navy Principal Cyber Advisor (PCA). In this role, he is responsible for advising the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps on all cyber matters and implementing the Department of Defense Cyber Strategy within the Department of the Navy (DON).

Prior to his current role, Mr. St. Pierre was the Navy Director of Enterprise Networks and Cybersecurity, with the duties of Navy Chief Information Officer (CIO) in OPNAV N2N6D. OPNAV N2N6D serves as the CNO’s advisor for cybersecurity and as the executive agent to establish and validate requirements, set priorities, and direct overall planning and programming for cybersecurity capabilities and systems and enterprise networks. N2N6D is also the primary interface with DON CIO and supports the Deputy DON CIO – Navy.

From January 2020 to July 2023, Mr. St. Pierre served as the Deputy Director, Enterprise Networks and Cybersecurity in OPNAV N2N6, where he concurrently held the positions of Navy Senior Information Security Officer and Navy Data Officer. His responsibilities focused on fortifying the Navy’s cyber defenses and ensuring the integrity of critical information systems.

Early in his civilian career, Mr. St. Pierre held several positions at the Naval Sea Systems (NAVSEA) Command including Enterprise Information Technology Officer, which included duties of the Command Information Officer and Director of Cybersecurity for shore and business systems and Principle Assistant Program Manager for Combat System Integration for the Independence variant Littoral Combat Ships.

Mr. St. Pierre is a graduate of the College of the Holy Cross in Worcester, Mass., where he received a B.A. in Russian Language and Literature. Upon graduation, he received his commission in the Navy through the Reserve Officer Training Corps, and served on active duty as a Surface Warfare Officer.

Mr. St. Pierre is a certified Department of Defense Acquisition Professional in Program Management (0340) and IT Program Management (2210). He also completed his GIAC Security Leadership Certification (GSLC) in 2017.

Louis (Lou) Eichenbaum is the former Acting Chief Information Security Officer at the Department of the Interior. Since 2016, Lou has worked for the DOI Office of the Chief Information Officer (OCIO).

Lou brings a wealth of experience to supporting Interior, having served the Department in multiple IT leadership positions over the past two decades. Lou has previously served as the DOI Zero Trust Program Manager, Acting Chief Information Security Officer, and the Deputy Chief Information Security Officer. Lou also served as the Chief Information Security Officer at the Bureau of Land Management (BLM) where he oversaw the BLM Information IT Security Program. He also spent time acting in the Assistant Director of Information Resources role within BLM where he held the responsibility of overseeing the entire BLM IT program. Lou has also been integral to information technology at the Office of Surface Mining, Reclamation and Enforcement (OSMRE) and the former National Business Center (now the Interior Business Center (IBC)).

Mr. Donald L. Coulter serves as the senior executive level Cybersecurity Science Advisor within the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate. In this capacity he is responsible for providing strategic and technical leadership for S&T’s cybersecurity RDT&E initiatives and investments, and expert advice on next-generation and emerging capabilities that advance the Department’s cybersecurity mission and address Congressional, White House, Secretarial, and Under-Secretarial initiatives. Mr. Coulter is also responsible for creating and communicating forward-looking research agendas informing high priority requirements, policy, and strategy at the highest levels within the Department, serving as the technical advisor representing the Department and S&T Directorate in the cybersecurity R&D domain.

He previously served as the Senior Science & Technology (S&T) Advisor for the Army Network Cross-Functional Team (N-CFT) and the Network S&T Portfolio Manager for Army Futures Command Headquarters. In these capacities, he oversaw a research portfolio across the Network / Command, Control, Communications, Computers, CEMA, Intelligence, Surveillance, and Reconnaissance (C5ISR) technology domains. He advised senior leaders and collaborated with Army, DoD, Industry and Academia partners to identify and seize opportunities to develop, integrate, and transition technologies to enhance Army technological superiority.

Prior to joining the N-CFT, he served in a variety of roles within the US Army Combat Capabilities Development Command (CCDC) C5ISR Center, including Chief of Commercial Technology Integration and Evaluation, Deputy Chief Information Officer, Lead for Trusted Systems & Networks, and Lead for Mission Command Technologies. His previous research spanned secure software engineering, cryptographic systems, distributed / mobile computing, and Human Computer Interaction. He has a BS in Computer Science from Bethune-Cookman University, a MS in Business Administration from Texas A&M University-Texarkana, and a MS in Computer Science from Stevens Institute of Technology. He also holds the (ISC)2 Certified Information Systems Security Professional (CISSP) certification.

Brian Wilson is a cybersecurity professional who brings over two decades of service spanning both military and civilian sectors, with expertise that has evolved from foundational Navy intelligence operations to senior-level cybersecurity leadership. Beginning their career in 1998 with the United States Navy, he progressed through increasingly complex roles including Navy Blue Team Analyst, Senior Information Systems Technician, Information Systems Security Manager, and Senior Security Architect where he managed proprietary mission systems, supervised technical teams, and developed training curricula that became Navy-wide standards. His military experience provided deep expertise in intelligence systems, network security, and risk management frameworks across classified environments including SCI networks.

Since transitioning to the civilian sector in 2015, he has established himself as a senior cybersecurity leader, currently serving as Sr. Director Operations at GovCIO. His career demonstrates progressive growth from hands-on technical roles to strategic leadership positions, with notable achievements include supporting GovCIO’s ISO 55001 certification effort, contributing to NSA CSfC integrator status, and developing comprehensive Risk Management Framework implementations for Air Force enterprise systems. Today he is leading zero trust projects for the Air Force Intelligence Community and supporting cybersecurity modernization efforts across multiple programs.

Dave Raley is the Chief Digital Business Officer at Marine Corps Community Services (MCCS), where he leads enterprise-wide digital transformation initiatives that directly impact the quality of life for Marines and their families. As the founder of MCCS’s innovation capability and the architect behind its customer experience (CX) modernization strategy, Dave has redefined how mission-critical services are delivered across the Marine Corps.

He is the visionary behind Operation StormBreaker, a pioneering DevSecOps and pipeline-as-a-service framework that accelerates secure software delivery across the Department of Defense. Under his leadership, MCCS achieved the Marine Corps’ first authority-to-operate (ATO) via automated continuous delivery—setting a new benchmark for speed, compliance, and agility in government software development.

Dave’s work has been featured in FedScoop, Federal News Network, GovCIO Media & Research, and the ATARC Federal IT Newscast podcast, where he shares insights on agile ATOs, CX innovation, and cloud modernization. His efforts have saved MCCS an estimated $100K per application per month by reducing the cost of delay and streamlining acquisition and accreditation processes.

A frequent speaker at DoD and federal IT events, Dave brings a mission-first mindset to every conversation—bridging the gap between emerging technology and operational impact.

Dr. Parisa Grayeli is a Principal Cybersecurity Engineer and Department Manager at The MITRE Corporation, leveraging nearly 30 years of experience in secure networking. She currently serves as the Technical Lead for the Zero Trust Architecture project at the National Cybersecurity Center of Excellence (NCCoE), highlighting her role as a thought leader in critical security initiatives.

Dr. Grayeli holds a Ph.D. in Systems Engineering and master’s and bachelor’s degrees in Electrical Engineering, all from The George Washington University (GWU). She also holds a number of certifications including Certified Information Systems Security Professional (CISSP) and Cisco Certified Network Professional (CCNP). Additionally, she shared her expertise as an Adjunct Professor at GWU, teaching cybersecurity courses.

As the Director of Strategy, Matthew Shallbetter is charged with aligning the Armis value with the civilian cyber challenge. He drives product changes and messaging to ensure Armis continues to meet and lead the needs of the federal missions. Before joining Armis, Mr. Shallbetter supported HHS for over 16 years and held leadership positions in both operations and policy components within the Office of the Chief Information Officer. Mr. Shallbetter believes that regardless of trends, basic hygiene will always be the foundation of mature cyber programs. He carries his commitment to public service and proven record of technology innovation to growing Armis’ positive impact and supports numerous capture activities and applies his expertise to driving Armis’ strategic response to the CDM and Zero Trust programs.
