Digital Services: Disruptive DevSecOps

Mr. Robert “Devo” DeVincentis the Chief Software Officer of the 309 Software Engineering Group, Ogden Air Logistics Complex, Hill Air Force Base, Utah from February 2022 to present. He is a technical advisor for an engineering organization with roughly 1,900 scientists and engineers providing software, hardware, cloud, and Dev*Ops solutions for multiple ground based, air borne, and space based DoD weapon systems and/or platforms that include the F-16, F-22, A-10, KC-135, C-17, Minute Man III ICBM, Sentinel ICBM, Military Strategic and Tactical Relay, C3I, F-35, and others. The engineering team specializes in software engineering, hardware design, automatic test systems, test driven development, automated deployment, simulation and emulation, mission planning, technology updates, web-based design, and systems engineering. Mr. DeVincent is also a member of the Board of Directors for the Ogden Silicon Slopes Aerospace and Defense Chapter.

After an honorable discharge from the United States Marine Crops, Mr. DeVincent immediately began his civil service career at Hill Air Force Base in Ogden, Utah in April 2014. He has served in various levels of responsibility including Product Owner, Team Lead, Test Director, Subject Matter Expert, Program Manager, Cloud & Dev*Ops Senior Technical Advisor, Technical Director, and Chief Software Officer.

Prior to his current position, Mr. DeVincent was employed as a Senior Technical Consultant supporting the development of the On-Site Managed Services (OMS) Cloud Solution, an S6 Platoon Sergeant at Marine Tactical Air Command Squadron 38 where he deployed to Afghanistan in support of Operation Enduring Freedom, and fulfilled a voluntary two year religious/service mission in South America where he learned Spanish, Portuguese, and Guaraní.

Manuel Gauto is the Director of Engineering at SOLUTE, a Sigma Defense Company, and supports Black Pearl, the Department of Navy’s software modernization enablement organization, as Chief Engineer.

In his current position, Mr. Gauto is responsible for the technical direction and execution of the Black Pearl portfolio of services. Prior to his work on Black Pearl, Mr. Gauto worked with the Navy surface, subsurface, and airborne communities on a variety of software modernization projects that include rearchitecting existing programs of record and deployment of software factories to develop novel capability for the fleet.

Mr. Gauto holds a master’s degree in Telecommunications Engineering and a Graduate Certificate in Cybersecurity and Computer Forensics from George Mason University.

Elizabeth Schweinsberg is a Security Engineer with the Digital Service at CMS after 9 years in corporate threat detection and incident response with Facebook and Google. She works to keep the internal networks safe from malware, hackers, and the Internet. Ms. Schweinsberg has been in the computer industry for over a decade and in digital forensics since 2005 in both the government and private sector. When not behind the computer, Ms. Schweinsberg can often be found behind a book or sewing machine.

Ms. Jennifer Swanson is the Deputy Assistant Secretary of the Army for Data, Engineering & Software (DASA(DES)), Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)). In this position, Ms. Swanson leads implementation of modern software practices including agile software development and DevSecOps, data centricity, and digital engineering across ASA(ALT). Since standing up DASA(DES), she established a Unified Data Reference Architecture (UDRA) which will enable digital transformation by giving Program Managers and industry partners guidance on how to produce, share and consume data. At the direction of the VCSA, she co-led a Capability Portfolio Review securing senior leader endorsement to drive agile development and DevSecOps throughout the Army. And under her leadership, the Request for Proposal process is changing to require industry to deliver using modern software practices.

Prior to joining ASA(ALT), Ms. Swanson served as the Director of the U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center (SEC) headquartered in Aberdeen Proving Ground, MD. As Director, she oversaw a global mission, running an organization of approximately 3,000 military, civilian and industry employees, with an annual budget in excess of $700 m
