Matt Barry is the Chief Operating Officer for HP Federal, a wholly- owned subsidiary of HP Inc., leading the Federal Innovation and Operations teams. In this role, he is responsible for delivering against strategic growth initiatives and orchestrating Federal Operations (across Sales Operations, Order Management, Supply Chain, Finance and Customer Support, among other functions) to maximize client outcomes and business performance. In addition, he is focused on driving a thought leadership agenda to elevate HP Federal’s presence in market and increase our capability and capacity to better serve our government customers. He has also served on the DHS ICT Supply Chain Risk Management Task Force since its inception and is passionate about driving secure end point device environments for our clients.

In his previous role, Matt served as the General Manager of HP’s Mountain West region serving the mission of our State and Local and Education clients across fourteen states aligning client strategy and desired business outcomes.

Before that Matt served as the US Separation Lead Executive for HP Inc. and, as part of the company split, led a team of several hundred professionals to work together to stand up the HP Federal LLC in under six months. The company separation was one of the largest and most complex corporate separations in history. Previously, he served in a variety of leadership roles including Business Operations for the Americas Region, managing Supply Chain Operations for our NA Print Supplies business, and prior to that was responsible for our IA-32 Server WW Product Management team where he consistently delivered against the business unit’s revenue, profit and share goals.

Matt joined HP in 1993 in Palo Alto and has worked in a variety of operations, finance, marketing and business development leadership roles.

He is based with his wife, daughter and son in Portland, Oregon. When not working he enjoys spending time with his family, serving on the board of local non-profits and spending time outdoors.

Scott Braus is the Director of Cybersecurity Operations at Consumer Financial Protection Bureau (CFPB). Scott oversees cyber incident response, vulnerability management, and monitoring & analysis, and is one of the key technical leadership contributors to the CFPB’s Zero Trust Initiative, He has over 30 years of experience in the Cybersecurity and Defense Intelligence industries, supporting multiple Cabinet-level agencies including the Department of Homeland Security, State Department, US Treasury, and Department of Transportation. Scott also served 10 years active duty in the US Army Intelligence and Security Command deployed to multiple continents supporting the Asia-Pacific, European, and Middle Eastern theaters.

Jim Cosby is currently a CTO at NetApp US Public Sector and has over 25 years of technology engineering and leadership experience supporting a variety of Federal and Department of Defense agencies. Jim has focused on Data Management, Storage, and Security for over 20 years including On-Premises, Hybrid, and Multi-Cloud Data Fabric technologies which include Multi-Domain Operations and Foreign Mission Environments. Jim has a passion for teaming with agencies, customers, partners, and colleagues to drive winning outcomes, and he thrives on helping customers architect optimal, cost-efficient, and secure data management solutions using NetApp technology.

Michael Epley has been helping the US defense and National Security communities use and adopt open source software over the last 2 decades with practical experience as a software developer and enterprise architect. During his tenure at Red Hat, Michael has passionately driven adoption of key technology: cloud and kubernetes, tactical edge/forward deployed systems, data analytics tools and platforms, and disconnected operations — always in the context of security and compliance concerns unique to this sector. Michael has BS degrees in Mathematics and Mechanical Engineering from Virginia Tech and a JD from The University of Texas School of Law.

Frank Indiviglio serves as NOAA’s Chief Technology Officer, leading the development and implementation of technology initiatives across NOAA. He served as NOAA’s Deputy Director, High Performance Computing and Communications. Before that, he was the Technical Lead for NOAA’s R&D HPC infrastructure at the National Environmental Security Center in Fairmont, West Virginia, and the National Climate Research Center at Oak Ridge National Laboratory. He was also a Senior Data Engineer at NOAA’s Geophysical Fluid Dynamics Laboratory in Princeton, NJ.

Before joining NOAA, Mr. Indiviglio was a Senior Research Associate at Cornell University’s Weill Medical College and Director of IT services in Columbia University’s Department of Pharmacology. He was also a systems engineer at Silicon Graphics in the Federal civilian and media markets. Mr. Indiviglio received a BS in Information Systems from Drexel University in Philadelphia, PA.

Cynthia Kaiser is a Deputy Assistant Director with FBI Cyber Division, where she oversees national-level cyber policy, analysis of cyber threats, and partner engagement.

Cynthia has covered cyber, technology, and counterintelligence issues for over 17 years for the FBI; served as a PDB Briefer in two presidential administrations; and has led FBI cyber threat analysis and served as an FBI election lead since 2017. In these roles, she has reshaped FBI information sharing and collaboration with the private sector and federal, state, and local government officials to be robust, proactive, and aimed at imposing risks and consequences on malicious cyber actors.

Cynthia holds a Master’s degree in security policy focused on science and technology and an Executive Master’s degree in leadership.

Meagan Metzger is the Co-founder and CEO of Dcode and a General Partner at Dcode Capital. Dcode is a privately-owned advisory firm that helps venture-backed tech companies expand into the federal market, and teaches government agencies how to scout, vet, integrate, and procure great technology. Dcode Capital is a venture capital firm that invests alongside leading venture firms in commercially-successful, high-growth technology companies that can dramatically improve our government.

Throughout her career, Meagan has worked closely with senior leadership at DoD, IC, and civilian agencies, using her expertise to drive innovation. Meagan serves on the Board of Directors for the Defense Entrepreneurs Forum (DEF), The Alliance for Commercial Technology in Government, as well as other private sector federal boards.

Dcode is Meagan’s third startup venture all focused on technology in the federal market. Previously she served as a Chief Operating Officer at Effia, a government-focused mobile and cloud company, where she oversaw substantial growth, tripling company profitability in one year. She also led the growth of P3 as the Chief Strategy Officer driving IT and Acquisition support in the federal market. Meagan’s extensive operator experience landed them on the Washington Technology’s Fast 50 for three years in a row.

Meagan holds a degree from The George Washington University in Business Administration and has won several awards including the Washington Business Journal 40 under 40 and the FCW Federal 100 award.

Kedar Pavgi is the Director of Commercial Strategy and Operations at the Defense Innovation Unit. He has been with the organization since 2020, and has supported in a number of capacities, including as a Program Manager for its former hackathons program for its National Security Innovation Network (NSIN) component.

Before joining the DIU team, Kedar was a consultant in Deloitte Consulting’s Government and Public Sector practice supporting Department of Defense clients. Prior to that, he was a Washington D.C. based journalist covering national security, defense and international affairs for Defense One, Government Executive, Foreign Policy among other publications. He received his graduate degree in international relations and international economics from Johns Hopkins University’s School of Advanced International Studies, and his undergraduate degree from the College of William and Mary.

Ms. Rathbun currently serves as the DON CIO driving continuous improvement and innovation of the DON’s Information Technology portfolio valued at 12+B. In her role, she ensures alignment of IT investment priorities to SECNAV priorities, guides the execution of the DON’s Information Superiority Vision focused on modernizing, innovating, and defending Enterprise and Business IT. Ms. Rathbun plays a key advocacy role for DON data and cyber/IT workforce initiatives, and overseas DON CIO internal operations. Key focus areas include Cyber Readiness, zero-trust architecture, optimizing transport diversity through commercial tech, SIPR 2.O; and movement to cloud and enterprise services delivery.

Prior to her role as DON CIO, Ms. Rathbun served in a dual-hatted capacity as Deputy Assistant Secretary of the Navy for Information Warfare and Enterprise Services (DASN IWAR) under the ASN, RDA, and as Chief Technology Officer (CTO), DONCIO. As DASN IWAR, she supported an $9+B portfolio of programs that modernize and deliver information-centric capabilities spanning enterprise, operational and tactical missions to include Command, Control, Communications, Cyber, Battlespace Awareness, Space, Business and IT Services. Ms. Rathbun led key software and cyber acquisition reforms and served as the Navy’s IT Acquisition Workforce champion. As CTO she drove the modernization of key elements of the DON’s IT Infrastructure to include a unified network architecture Capstone Design, movement to enterprise cloud and identity services and execution of zero trust principles all enabling mobile, agile, secure and interoperable force in meeting their mission. She was instrumental in resourcing and driving the rapid adoption of MS Office 365 to meet the demands that the COVID pandemic placed on remote access to productivity services; and consolidating Logistic IT efforts across the Navy.

Before joining the Department of Navy, Ms. Rathbun served as the Deputy Director for Defense Business Systems in the Office of the Deputy Assistant Secretary of Defense for C3, Cyber, and Business Systems (DASD C3CB) within the Office of the Under Secretary of Defense for Acquisition and Sustainment. She was responsible for shaping the acquisitions of the Department’s major Defense Business Systems and Enterprise IT Infrastructure Services investments, a portfolio valued at over $15B.

Mr. Randy Resnick serves as the Director of the newly established Zero Trust Portfolio Management Office within DoD CIO/CS. Mr. Resnick joins us from the National Security Agency (NSA) with over 34 years of experience in offense and defense cybersecurity. In his most recent assignment, Mr. Resnick served as NSA’s Zero Trust Strategic Lead. In that role, Mr. Resnick successfully led and executed numerous ZT activities at the tactical, operational, and strategic levels and also provided NSA leadership during the successful ZT POM 23-27 Issue Paper process. His leadership and technical direction led to the development of the first DoD Zero Trust Reference Architecture, the first NSS Zero Trust Reference Architecture, DoD’s ZT maturity model, DoD’s initial strategy for Zero Trust and the construction of two Zero Trust Innovation testbed labs in collaboration with DISA and USCC. Prior to serving as NSA’s Zero Trust Strategic Lead, Mr. Resnick held positions as their Cybersecurity Innovations Director for the NSA Cybersecurity Directorate, served as Chief of NSA’s Red Team, and served as the Deputy Mission Manager for NC2/NC3/NLCC missions.

As the Zero Trust Portfolio Management Office Director, Mr. Resnick’s focus will be to provide strategic guidance, direct alignment of DoD ZT efforts, and prioritize resources to accelerate Zero Trust adoption across the DoD Enterprise while strengthening coordination and collaboration with key partners and stakeholders across the Department, the IC, Interagency, and Industry.

A native New Yorker, Mr. Resnick holds a Bachelor of Science degree in Electrical Engineering from Fairleigh Dickenson University and a Master’s Degree in Engineering Management from George Washington University. Mr. Resnick has been married for 25 years and has two daughters, ages 22 and 20, who simultaneously adore him as well as drive him crazy.

Tom Schankweiler is the Director of Cybersecurity Operations for the Centers for Medicare and Medicaid Services (CMS) Office of Financial Management (OFM). A dedicated, results oriented, IT security professional who enjoys collaborating, learning and applying his talents where possible. Tom is passionate about public services, and has served most of his career in the healthcare sector and armed services. Today, Tom is hyper-focused on Zero-Trust initiatives, predictive analysis, artificial intelligence, machine learning, and Robotic Process Automation. In addition, he is leading initiatives to meet the mandates of the new Executive Order on Improving the Nation’s Cybersecurity, May 12, 2021, OMB Zero-Trust Strategy and CISA’s ZTMM and ZTA. Tom has a M.S. in Health Informatics from the University of Illinois, Chicago, and a B.S., in IT and Project Management from Capella University. He is married to Donna, has two grown sons, a wonderful daughter in-law, and two grandsons.

Vincent Sritapan is the Section Chief for Cyber Quality Service Management Office (QSMO) leading the development and delivery of the mobile security services and capabilities for the protection of Federal Networks and State Local Tribal Territorial Government Agencies.

Mr. Sritapan currently serves as the Co-Chair with GSA and NIST for the Federal CIO Council’s Federal Mobility Group helping drive the federal strategy in mobility and share information across Departments and Agencies. Additionally, Mr. Sritapan serves as the Co-Chair with DoD for the Committee for National Security Systems’ Mobile & Wireless Security (CNSS) Working group to address policy and directives for mobility as it pertains to national security systems.

Prior to joining CISA, Vincent spent 6 years at DHS S&T as the Mobile Security R&D Program Manager at the Department of Homeland Security (DHS) – Science & Technology Directorate aimed at accelerating the adoption of secure mobile technologies for the Department, government and global community to ensure the homeland security mission. Vincent also spent multiple years with the DHS’ Office of the Chief Information Security Officer as the Technical Lead and Security Architect in the Information Security Architecture and Engineering Division. He holds a BS in Information Systems from California State University Northridge, an MA in National Security Studies and an MBA in Information Assurance and Security Management from California State University San Bernardino. Mr. Sritapan is a direct commissioned Information Warfare Officer in the United States Navy Reserve, a National Science Foundation CyberCorps Scholarship for Service Alumnus and an Office of the Director of National Intelligence – Intelligence Community Scholar Alumnus.

Mr. Scott M. St. Pierre serves as the Department of the Navy Principal Cyber Advisor (PCA). In this role, he is responsible for advising the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps on all cyber matters and implementing the Department of Defense Cyber Strategy within the Department of the Navy (DON).

Prior to his current role, Mr. St. Pierre was the Navy Director of Enterprise Networks and Cybersecurity, with the duties of Navy Chief Information Officer (CIO) in OPNAV N2N6D. OPNAV N2N6D serves as the CNO’s advisor for cybersecurity and as the executive agent to establish and validate requirements, set priorities, and direct overall planning and programming for cybersecurity capabilities and systems and enterprise networks. N2N6D is also the primary interface with DON CIO and supports the Deputy DON CIO – Navy.

From January 2020 to July 2023, Mr. St. Pierre served as the Deputy Director, Enterprise Networks and Cybersecurity in OPNAV N2N6, where he concurrently held the positions of Navy Senior Information Security Officer and Navy Data Officer. His responsibilities focused on fortifying the Navy’s cyber defenses and ensuring the integrity of critical information systems.

Early in his civilian career, Mr. St. Pierre held several positions at the Naval Sea Systems (NAVSEA) Command including Enterprise Information Technology Officer, which included duties of the Command Information Officer and Director of Cybersecurity for shore and business systems and Principle Assistant Program Manager for Combat System Integration for the Independence variant Littoral Combat Ships.

Mr. St. Pierre is a graduate of the College of the Holy Cross in Worcester, Mass., where he received a B.A. in Russian Language and Literature. Upon graduation, he received his commission in the Navy through the Reserve Officer Training Corps, and served on active duty as a Surface Warfare Officer.

Mr. St. Pierre is a certified Department of Defense Acquisition Professional in Program Management (0340) and IT Program Management (2210). He also completed his GIAC Security Leadership Certification (GSLC) in 2017.

Andrew D. Stewart is a National Security and Government Senior Strategist for Cybersecurity at Cisco Systems, Inc. He works across Cisco’s Global Government practice but focuses primarily on National Defense and Intelligence. He has been with Cisco for the last 5 years after retiring from almost 30 years in the U.S. Navy where he last served as the Chief of Cyber Operations for Fleet Cyber Command/U.S. TENTH Fleet. He also served as the Commanding Officer and Program Manager of the Navy Cyber Warfare Development Group (NCWDG). He is a graduate of the Sellinger School of Business, Loyola University Maryland and the Cybersecurity and Policy Executive Program from the Harvard Kennedy School. He is also a graduate from the Naval Postgraduate School Monterey, CA, the United States Naval Academy, the National Defense University, and the Naval War College.

Philip Stupak is a political appointee in the Biden Administration where he serves as the Assistant National Cyber Director for Federal Cybersecurity in the Office of the National Cyber Director at the Executive Office of the President. He has coordination responsibilities for protecting federal executive branch systems. This includes implementing zero trust architecture, phishing resistant multifactor authentication, logging requirements, and encryption of data in transit and at rest.

Mr. Stupak initially joined the Biden Administration at the U.S. Department of Homeland Security where he was dual-hatted as a counselor to the Deputy Secretary and a Senior Advisor to the Chief Information Officer. In those roles, he led an interagency working group responsible for the technology enabling Afghan refugee resettlement, directed a new model of operational coordination, and began a reformation of the Department’s R&D activities.

Prior to joining the Biden Administration, Mr. Stupak was an Associate Director at the University of Chicago’s Harris Cyber Policy Initiative where he focused on disinformation campaigns, election security, and AI policy while teaching cyber risk management within the University of Chicago’s Treat Response Management graduate program. Mr. Stupak previous served in the Obama Administration at the U.S. Department of Homeland Security and as an election counsel at the U.S. House of Representatives Committee on House Administration. He began his legal career with the Board of Elections at the City of New York.

Mr. Stupak has a BA from the University of California, Berkeley and a JD from the University of Richmond.

Lt Col Andrew Wonpat is the Department of the Air Force Principal Cyber Advisor Acting Deputy. In this role he is responsible for developing future strategic concepts, work force design, capabilities, and risk analysis for integration of cyber & Artificial Intelligence requirements to achieve strategic advantage across the competition, crisis, and conflict continuum. He also leads in the development of future strategic concepts, work force design, capabilities, and risk analysis for integration of cyber and AI requirements to achieve strategic advantage across the competition, crisis, and conflict continuum.
