Future of Work: Workforce Reengagement

Jonathan Alboum is the Federal CTO at ServiceNow. In this role, Jonathan works with federal agencies to deliver digital workflows that create great experiences and unlock productivity.

Before joining ServiceNow, Jonathan held a variety of senior executive positions in the federal government. His federal government tenure includes serving as the Chief Information Officerfor the U.S. Department of Agriculture, where he led the development of USDA’s ITModernization strategy, including Cloud computing, network modernization, and enhanced information security protections for a $3 billion annual technology spend. In addition, he servedas a leader in USDA’s Acquisition community, supporting the oversight, assessment, andstrategic planning of an acquisition portfolio of more than 70,000 awards, worth $6 billion annually.

Jonathan also worked at GSA as the Associate CIO for Enterprise Governance and Planning andled the creation of GSA’s consolidated IT organization. He began his federal career at the USDA Food and Nutrition Service (FNS), where he served as Deputy CIO and CIO. Before joining government, he worked in management consulting.

Jonathan holds a MS in the Management of Information Technology from the University ofVirginia’s McIntire School of Commerce and a BS in Systems Engineering from the University of Virginia’s School of Engineering and Applied Science.

Adriane Burton is the Chief Information Officer of the Health Resources and Services Administration (HRSA), joining the agency in 2014.

Before coming to HRSA, Adriane served as the Director of the Division of Computer System Services at the Center for Information Technology within the National Institutes of Health (NIH). She participated in the Health and Human Services Senior Executive Service Candidate Development Program where she rotated to the Centers for Medicare and Medicaid Service and the Office of Management and Budget (OMB), and she functioned as the Acting Deputy CIO at the Indian Health Service (IHS).

Prior to participating in the SES CDP program, Adriane was the Deputy Director of the Division of Network Systems and Telecommunication within the Center for Information Technology at the NIH.

She began her federal career at the Internal Revenue Service as a computer systems programmer. She transferred to the Department of Justice (DOJ) Justice Management Division where she served as the Branch Chief of DOJ’s premiere Network Service Center and consolidated DOJ’s fourteen networks into one enterprise network infrastructure.

Adriane has a Masters of Science degree in Telecommunications Management and a Bachelors of Science in Computer and Information Science from the University of Maryland University of College.

Henry (Jamie) Holcombe is the Chief Information Officer (CIO) for the United States Patent and Trademark Office (USPTO). In this role, he is the principal advisor to the agency on the design, development, and management of its information systems and technology.

Most recently, Mr. Holcombe served as the Chief Executive Officer of Visium Technologies, a cybersecurity startup, and Chief Operations Officer for TJ Westlake LLC, a service-disabled veteran-owned small business. Prior to these executive roles, he served as the Vice President and General Manager for Harris CapRock Critical Networks segment, providing managed security services supporting air traffic management, energy and maritime communications, ground network operations and sustainment, and high-value IT and engineering cyber services.

At Harris CapRock, Mr. Holcombe led the company’s Government Solutions line of business to deliver operational excellence and growth. Previously, he had served as Harris’ Vice President of Information Technology for Global Systems and Process, and as IT Services’ Director of Civil Programs and Commercial Accounts, as well as Client Executive to the U.S. Department of State.

Mr. Holcombe has also served in a variety of executive level positions at various firms, including as Vice President of Information Systems for the Universal Service Administrative Company; as Chief Technology Officer, Senior Vice President of Operations, and Corporate Secretary for Globix; and as Chief Information Officer of Cambrian Communications. He has also been an Architect and Senior Principal Consultant to companies in telecommunications, entertainment, and insurance.

Mr. Holcombe began his career as an officer in the U.S. Army where he served as company commander in the 1116th Signal Battalion and was awarded both the Douglas MacArthur Leadership Award and Most Outstanding Officer of the Year. He graduated from the U.S. Military Academy at West Point with a Bachelor of Science degree, finishing first in his class in computer science. He earned a Master of Business Administration degree in information systems from Chaminade University in Honolulu, and a Master of Science degree in computer science from George Washington University.
