The New Age of Data Modernization in Government

Katherine Escobar is the Deputy Division Chief, Data and Standards Division for the Cyber and Command, Control, Communications and Computers Integration (DD C5I), Joint Staff J6. In this position, Katherine’s responsibilities include enterprise information technology, enterprise knowledge management, IT policy and standards, including information assurance, cyber security, and distributed networks that include Joint, interagency, and NATO organizations and capabilities. She is responsible for the oversight of the three branches of the NIEMOpen Management Office’s business, technical, and strategic communications, as well as the public-facing NIEM Business Architecture and Technical Architecture Committees. She serves as the chair for the NIEMOpen Project Governing Board under the standards development organization OASIS. She is also the Chair for the NATO Data Management Capability Team (DM CaT). The DM CaT is a subject matter expert level working group stood up as part of the NATO C3 Sub-structure. The DM CaT is charged with facilitating the move towards a data centric approach in a multi-domain environment within Digital NATO, to overcome the use of multiple data formats, non-interconnected information systems, and the absence of a common cataloguing scheme for indexing information. The team is composed of National and NATO staff representatives and performs tasks under the guidance of the NATO C3 Board Communications and Information Services Capability Panel (CIS CaP).

Katherine has 20+ year experience in large-scale Government information systems development and within both the private and public sector, as a program integration specialist for enterprise-wide interoperability for the Navy, Marine, and Joint Staff programs. She has represented the Joint Staff on numerous high-level working groups and steering committees. She previously served as the US Head of Delegation for the NATO Modeling and Simulation Working Group to develop a multi-national Modeling and Simulation as a Service solution under the NATO Science and Technology Office.

Ms. Escobar also served as an adjunct professor for Old Dominion University, ECPI and University of Phoenix. She developed, delivered, and implemented over 10 technical courses, including XML content courses, with multiple sites, including remote and classroom delivery requirements including a university accredited knowledge / project / process management course of instruction.

Matthieu Jonglez is a seasoned technology executive who joined Progress as part of the acquisition of MarkLogic, where he was vice president of product management. Previously, he was the chief technology officer and co-founder of Smartlogic, leading the development of the award-winning Semaphore semantic AI platform. He has an engineering degree from the French engineering school ISEN, and is a well-respected architect of complex, large-scale enterprise search, data-driven and semantic solutions. Matthieu works with clients in a broad range of industries such as government, biotech, energy, banking, finance and law on complex information architectures and expert semantic solutions.
