TMF's Rapid Funding Model Helps Agencies Escape Budget Gridlock

For decades, federal budget cycles have slowed technology modernization efforts, often delaying critical upgrades for years. The General Services Administration’s Technology Modernization Fund is helping agencies break through those barriers, acting Executive Director Jessie Posilkin told GovCIO Media & Research, providing a faster path to funding and accelerating high-impact modernization projects across government.

Posilkin said the TMF’s greatest advantage is speed. The fund compresses traditional modernization timelines from years to months, allowing agencies to identify critical technology gaps, demonstrate value quickly and secure funding before security vulnerabilities or aging systems become larger risks.

Beyond providing funding, the TMF maintains a strong focus on accountability and outcomes. Posilkin said the program tracks progress through monthly, quarterly and annual reviews, measuring agency performance against the goals outlined in their project proposals.

That approach has helped the TMF achieve an approximately 80% success rate across its portfolio, outperforming many traditional government IT modernization efforts. By combining rapid funding with rigorous oversight, Posilkin said the fund is helping agencies modernize faster while delivering measurable mission results.
