Accelerating innovation requires pairing emerging technologies with modern infrastructure, faster acquisition and closer collaboration with industry.
Energy Secretary Chris Wright positioned the Genesis Mission as a catalyst for scientific discovery. The mission will connect the department’s 17 national laboratories with advanced computing capabilities to accelerate breakthroughs in areas such as cancer research, energy and materials science.
CIA Director John Ratcliffe added that AI, quantum computing and biotechnology technologies are “rewriting the reality of conflict and asymmetric warfare.” He outlined sweeping reforms to modernize the agency, including reducing technology acquisition timelines from nearly three years to roughly six months, creating a single point of entry for industry through a new Office of Corporate Partnerships and launching an aggressive effort to improve enterprise data integration and AI adoption.
Strong data foundations scale AI across government.
U.S. Army Corps of Engineers Command Chief Data and Analytics Officer Walton Cheung outlined plans to establish the agency’s first enterprise data and analytics office to unify information across its civil works, military and emergency response missions. The new organization would break down longstanding data silos, improve collaboration and create a more consistent approach to enterprise data management.
Cheung said the Corps is also integrating with the Army’s Vantage data platform and aligning its IT services with Army enterprise networks to improve decision-making, cybersecurity and operational efficiency. While AI remains a strategic priority, he emphasized that agencies cannot realize its full value without first investing in modern IT infrastructure, data governance and high-quality, AI-ready data.
Government acquisition and modernization efforts must move at the pace of commercial AI innovation.
National Nuclear Security Administration Administrator Brandon Williams said agencies cannot rely on traditional procurement timelines if they hope to capitalize on rapidly evolving AI capabilities. Under the White House’s Genesis Mission, NNSA is replacing siloed development environments with commercial cloud partnerships and shared computing resources, arguing that agencies must remain closely aligned with industry to avoid falling behind technological advances.
Williams said agencies should apply the lessons learned from cloud adoption to AI, using commercial platforms to continuously access the latest capabilities rather than building standalone systems that quickly become outdated. He also described AI, classical computing and quantum computing as complementary technologies, each solving different classes of problems as part of a modern computing ecosystem.
Data must be AI-ready to improve decision-making and expand the use of new tools.
NOAA Center for AI Acting Deputy Director Stephen Bieda said the agency is modernizing its data management and forecasting capabilities to make its vast stores of environmental information more accessible to chatbots, agentic AI systems and other advanced analytics tools. New agency directives are helping standardize how data is collected, managed and prepared so AI applications can reliably use both current and future datasets.
Bieda said NOAA’s long-term goal is to become a trusted, AI-ready source of environmental data for government agencies, industry and the public. To improve situational awareness during extreme weather events, the agency is integrating data from traditional media, social media, livestreams, phone calls and SMS into interoperable datasets that can support faster analysis and decision-making.
Federal cybersecurity strategies emphasize resilience.
As ransomware and other disruptive cyber threats continue to evolve, federal agencies are placing greater emphasis on resilience alongside traditional prevention measures. Leaders from Commvault and AWS said cloud-native architectures, clean data recovery capabilities and a shared responsibility model are helping agencies better prepare for and recover from cyber incidents while optimizing costs.
The discussion also highlighted how AI and automation are transforming cyber operations by accelerating threat detection, response and recovery. Speakers said future cyber strategies will increasingly focus on ensuring mission continuity through resilient infrastructure and automated operations rather than relying solely on perimeter defenses.
