Driving Mission Impact with Scalable AI

Prior to joining the GovCIO Media and Research staff, Ross Gianfortune worked at Government Executive, The Washington Post, The Gazette Newspapers and WXRT Radio. He holds a bachelor’s degree in journalism from University of Missouri and a master’s in communications from the American University.

Dr. Amanda Bullock is an experienced Artificial Intelligence (AI) Lead at the Air Force Research Laboratory (AFRL), where she spearheads digital transformation and modernization initiatives in AI, machine learning, and advanced analytics. With a Bachelor of Science in Statistics from Eastern Kentucky University and a Master of Science in Applied Statistics from Wright State University, Amanda brings a robust foundation in statistical analysis to her work. She earned her PhD in Electrical Engineering from the Air Force Institute of Technology (AFIT) in 2013, specializing in Statistical Signal Processing.

Following her postdoctoral work in Non-Destructive Evaluation and Non-GPS navigation, Amanda taught mathematics, biostatistics, statistics, signal processing, and data science at Wright State University, Central State University, and AFIT. Her academic tenure included a prestigious Fellowship at the Army Research Laboratory, Aberdeen Proving Ground, where she contributed to research in the Survivability and Lethality Analysis Directorate, further solidifying her expertise in advanced analytics and AI.
In 2017, Amanda transitioned into civil service, serving as the Project Engineer for the LEGACY program, an Air Force internship initiative aimed at recruiting students in STEM. She subsequently led the Enterprise Architecture Modeling team in 2019 before becoming the AFRL Deputy Chief Data Officer in 2022.

Currently, Amanda is the AI Lead for the Digital Capabilities Directorate and the Strategic Advisor for Generative AI in AFRL, where she focuses on reducing business toil through AI, connecting AFRL, DoD, and industry AI efforts, and upskilling the workforce in AI/ML/Advanced Analytics. She has played a key role in launching some of the first experiments using Generative AI in the Department of the Air Force (DAF), and is actively involved in experimenting with and integrating commercial Generative AI tools across AFRL.

Amanda’s research interests encompass STEM education, Generative AI, Artificial Intelligence, Machine Learning, and Signal Processing. She is passionate about leveraging her expertise in AI and analytics to drive innovation and modernization within the Air Force and beyond.

Chris Elsins has worked as an Enterprise Account Executive at Domino Data Lab, an industry leading AI/ MLOps platform, for over three years leading successful geographic campaigns in the North and Southeast before launching Domino’s Public Sector sales GTM full time. During this time, Chris has initiated and expanded partnerships with organizations such as the Federal Reserve Bank, CDC, FDA, US GAO, US Army, US Navy, US Air Force, Lockheed Martin and Leidos among several F1000 commercial entities.

In addition to landing and expanding contracts across the public and private sectors, Chris established a firm foundation for Domino’s PS business by creating and / or developing critical partnerships to ensure its success. Some examples include Carahsoft and VARs to streamline contracting efforts, technology partnerships such as Snowflake, NVIDIA and Palantir, and Prime FSI relationships with companies such as Leidos and Vibrant.

Previously, Chris launched sales GTM campaigns in a variety of new verticals for market data / research firms including financial markets, life sciences, healthcare – patient experience, cold supply chains, and last mile delivery. Chris also graduated Magna Cum Laude from Columbia University earning a Bachelor of Arts in Political Science.

Colonel Quinter was commissioned in August 1999 after graduating from North Carolina State University. He assumed his current duties as the Commanding Officer of Marine Air Control Group 38 on 8 June 2023. He is a graduate of The Basic School, Communication Information Systems Officer Course, Expeditionary Warfare School, Advanced Communication Officer Course, College of Naval Command and Staff, Maritime Advanced Warfighting School, and the National War College.

Colonel Quinter is a General Robert H. Barrow Fellow for Strategic Competition, an 0505 MAGTF Plans Officer, an 0603 Advanced C4 Planner, and a 9702 Joint Qualified Officer. Colonel Quinter’s personal decorations include the Defense Meritorious Service Medal, the Meritorious Service Medal with two gold stars, the Navy Marine Corps Commendation Medal with gold star, the Navy Marine Corps Achievement Medal, the Military Outstanding Volunteer Service Medal, and the Combat Action Ribbon with gold star.
