Federal Leaders Receive Defense IT Flywheel Awards from GovCIO Media & Research
Five federal defense leaders were presented with Flywheel Awards in recognition of their contributions and impact on national security.

Arlington, Va. – GovCIO Media & Research, a leading federal technology multimedia company, hosted its annual Defense IT Summit on Feb. 27 in Arlington. Key federal defense leaders were presented with Flywheel Awards during the event in recognition of their contributions and impact on national security.
“These awards highlight the critical role of innovation in advancing government technology,” said President Michael Hoffman. “At our annual Defense IT Summit, we’re excited to unite this community, foster valuable connections and celebrate the trailblazing contributions of defense leaders across government.”
The awards presentation featured five categories: Rising Star, Emerging Tech Innovator, Cyber Defender, Digital Transformer and Data Advocate. Among those recognized were leaders from the Department of the Navy, Army, Marine Corps, Department of Defense (DOD) and DISA. The winners were:
Rising Star:
- Glenn Parham, Digital Service Expert, Defense Digital Service
Emerging Tech Innovator:
- Brig. Gen. Michael McGinley, Director, GigEagle Agile Talent Ecosystem, Air Force
Cyber Defender:
- Charles Wille, Deputy Director, Readiness and Security Inspections, JFHQ-DODIN
Digital Transformer:
- Beth Caswell, Director, Digital Transformation & IT Portfolio Management, Department of the Navy
Data Advocate:
- Jesus Caban, Chief Data Scientist, Program Executive Office, Defense Healthcare Management Systems
