How Protecting Data Builds Cyber Resiliency

Kynan Carver is a cybersecurity expert and leader with over 18 years of experience in the field. He currently serves as the Cybersecurity Lead at Maximus, a global provider of government services.

In this role, he applies his extensive knowledge of advanced cybersecurity engineering, security operations, and cyber intelligence to design and deliver next-generation cybersecurity solutions for defense agencies. He also oversees the development and implementation of the continuous Authority to Operate (cATO) framework, which enables faster and more secure application delivery.

Prior to joining Maximus, Kynan led the cybersecurity division for the Defense Information Systems Agency (DISA), where he was responsible for the accreditation and oversight of the Defense Enterprise Office Solution (DEOS) program, a cloud-based office suite for the Department of Defense.

Kynan also managed the Security Operations Center (SOC) and Information Assurance (IA) for both cloud and on-premises infrastructures.

Kynan has published several articles on cybersecurity topics, such as technical debt, agile methodology, and DevSecOps practices. He is also a frequent speaker at industry events and conferences, such as the Potomac Officers Club and MeriTalk.

He is passionate about sharing his insights and best practices with the cybersecurity community and advancing the state of the art in the field. He served in the Georgia Air National Guard and local/federal civil services, holds a Bachelor of Science in Cybersecurity, and resides with his family in Spotsylvania, Virginia.

Mr. John K. Porter, III currently serves as the Acting Director of the DODIN Readiness and Security Inspections of the Joint Force Headquarters–Department of Defense Information Network (JFHQ-DODIN). In this position, he serves as the principal advisor to the Commander, JFHQ-DODIN, on the cyberspace security and readiness of the DODIN. This area includes mission-focused, threat-based inspections and assessments of Defensive Cyber Operations – Internal Defense Measures (DCO-IDM) effectiveness across the Department of Defense. He is currently leading a transformation of DOD enterprise cybersecurity inspection, assessment, and audit programs that generate a high-quality understanding of risk factors that strengthen DODIN posture to reduce risk to the DODIN and a feedback loop to improve real-time automated risk capabilities.
